Energy Community Austria: Join, Benefits & What You Need to Know

Christian Werner||8 min read

Summary (TL;DR)

TL;DR: Energy communities enable sharing locally generated electricity with neighbors. Benefits: Reduced grid fees (~2 ct/kWh savings), no renewable energy levy, local value creation. Disadvantages: Organizational effort, not available everywhere. Since April 2024, multiple participation is possible (up to 5 ECs). Anyone in the 'proximity area' can join - connected via transformer station or substation.

What is an Energy Community?

An energy community (EC) is an association of households, businesses, and/or municipalities that jointly generate electricity from renewable sources and share it among themselves. Instead of feeding surplus into the public grid, it goes directly to other community members.

The Three Types of Energy Communities

TypeRangeParticipants
Joint Generation Facility (JGF)One buildingResidents of multi-unit building
Renewable Energy Community (REC)Proximity area (transformer/substation)Households, SMEs, municipalities
Citizen Energy Community (CEC)Austria-wideOnly natural persons and municipalities

Benefits of an Energy Community

Economic Benefits

  • Reduced grid fees for RECs (local/regional)
  • No renewable energy levy for REC electricity
  • No electricity tax for PV power in RECs
  • Savings: about 2 ct/kWh compared to normal grid purchase
  • Often cheaper electricity price than with major providers

Additional Benefits

  • Local value creation and independence
  • 100% renewable electricity from the region
  • Community feeling and co-determination
  • Participation possible even without own PV system

Disadvantages and Challenges

  • Organizational effort (founding, billing, administration)
  • Not available everywhere (proximity area required)
  • Understanding of electricity market and billing needed
  • Investments in measurement technology may be required
  • Dependence on other members

How Do I Join an Energy Community?

  • 1. Check: Is there an EC in your proximity area? (energiegemeinschaften.gv.at)
  • 2. Contact the energy community
  • 3. Apply for membership (association, cooperative, etc.)
  • 4. Release metering point with grid operator
  • 5. Existing electricity contract remains (for residual demand)

Multiple Participation Since April 2024

Since April 2024, you can participate in up to 5 energy communities simultaneously. This is interesting if you want to feed PV surplus into multiple communities or as a consumer want to draw from different generators.

Costs and Pricing

Prices in energy communities are internally determined. Typically, they lie between OeMAG market price (lower limit for generators) and grid purchase price (upper limit for consumers). Both sides benefit.

ComparisonPrice
Feed-in to grid (OeMAG)~6-10 ct/kWh
Typical EC price~12-18 ct/kWh
Grid purchase (household tariff)~22-28 ct/kWh

Frequently Asked Questions About Energy Communities

Do I have to cancel my electricity provider?

No. Your existing electricity contract remains for residual demand. The EC only covers part of your consumption - when not enough EC power is available, it automatically comes from the provider.

Do I need my own PV system?

No. You can also participate as a pure consumer and draw electricity from other members.

What is the 'proximity area'?

For RECs, all participants must be connected via the same transformer station (local) or same substation (regional). Your grid operator can tell you which facilities are in your proximity area.

How time-consuming is administration?

There are now specialized service providers and software that handle billing and administration. As a simple member, you have little effort.

Conclusion: Energy Communities Are a Real Alternative

With over 6,500 active energy communities in Austria, the concept has grown out of its niche. The savings of ~2 ct/kWh sounds little, but adds up. Often more important is the feeling of being part of a local energy transition and knowing where the electricity comes from. Check if there's an EC in your proximity area - joining is less complicated than you think.
